The gap between Open Science policies and implementation: an analysis of Cuban medical journals

Abstract

Open Science constitutes a paradigm in full evolution that promotes transparency, collaboration and free access to the results of scientific research. Cuba, although it has not yet approved an implementation plan or public policy, has been making progress in the implementation of CA. The National Information Center for Medical Sciences assumes methodological attention and creates the bases for the assumption of the Priority Lines of Action corresponding to the period 2024-2028 of all serial publications of the National Health System. The present research aims to characterize the current state of the collection of Cuban medical journals of the Ecimed publishing label, in relation to the adoption of CA practices. An observational, cross-sectional and analytical study was carried out and descriptive, inferential and exploratory procedures were integrated, which made it possible to quantify the frequency of adoption, examine its associations with some editorial characteristics and identify common behavioral patterns among the journals. The gap found is not an isolated phenomenon, it is part of an international trend that affects journals from various disciplines and regions, which is confirmed with empirical data from multiple countries. The path towards CA in Cuban medical journals requires not only political will and formal declarations, but a sustained commitment to verification, training and the design of effective incentives that make research and scientific publication more sustainable, accessible, transparent, reproducible and collaborative.
